Hiltermann: Baghdad Lacks Leverage to Dictate Terms to the Kurds

On June 3, 2025, Joost Hiltermann, Special Advisor for the Middle East and Africa at the International Crisis Group, participated in an open discussion hosted by the Vision Foundation for Strategic Studies VFSS. The session focused on ongoing tensions between the Kurdistan Region and the Iraqi government.

Hiltermann asserted that “the Iraqi government is in a weakened state and cannot mount a dictatorial offensive against the Kurdistan Region.” He urged the Kurdistan Region to “break its dependence on Baghdad for oil and gas revenues and to diversify its income streams.”

He further stressed that “the Kurdistan Workers’ Party (PKK) must earnestly pursue disarmament, as this is essential for any lasting peace.”

The event, organized by the Vision Foundation’s International Policy Department, brought together politicians and academics to share their perspectives on recent regional developments and shifting dynamics.
